A while into the level, you will go inside of a tower, and will see the “Wheel of Insanity”. Spin the wheel to get “Magnetic Apocalypse”, and then make sure to shoot all the balloons that float above this wheel.

Now, you’ll want to make your way up the tower using the floating platforms, and spin the wheel again, landing on “Cow”. Shoot the cow, and the rest of the balloons, and you will unlock the achievement.
