Big thanks to More Toxic Water and Reshade as the author, Guitarsolo, made the point that it is very easy to tweak the water files in FO4edit and low and behold, so it was!
In his mod he mentions that the esp file needs to be at the bottom, which makes sense, so I suppose the same counts for this one.
The file is ESL flagged and doesn’t take up a spot in the 255 load order limit
